What does ssk mean

Hi tbear, ssk means "Slip Slip Knit." This means you slip the next two stitches knitwise onto your righthand needle, and then insert the left needle from the bottom up in front of these two stitches and knit them together. I hope this helps! Happy knitting! -The Editors of AllFreeKnitting

Can someone help me out with this pattern? Where is the best place on the last row of the ribbing to increase? It seems like it will make a difference with how the ribbing blends into the cables.

It shouldn't make a difference because the cable is a separate pattern, but if it really bothers you, I suggest doing it at the beginning and the end. I know this is really late, but it might help someone. Happy knitting.
