I understand your issue, the link from allfreeknitting is "broken" since the original website for this pattern is no longer active, you can still find this pattern elsewhere by searching OXO Scarf pattern in google (or whatever search engine you use). Remember, allfreeknitting is a fantastic website, but it's a database of patterns, and they don't control other websites and may not be aware if the link they have so wonderfully provided is no longer active.

Why cant I I download the pattern for the OXO Scarf?! Very frustrating!

You cannot download a pattern that does not offer a download option, the designer does not offer a PDF of the pattern, its only 4 rows and could easily be written out or typed out, if necessary.
