We love a good looking pair of socks, and the Ocean Breeze Cable Knit Socks definitely fit the bill. For a tie up sock, would the cable pattern work if I read left to right starting from the top row?

Maybe, since you can work down instead of up, but you may find reversing the cables can mess up other features of the pattern such as shaping. The only way to know is to try it and find out.
