This is not seed stitch at all. The instructions in the pattern are clearly stockinette stitch.

Knit one row and purl one row is NOT seed stitch it is the stockinette stitch. The seed stitch is K 1, P 1 and the following row is Knit the knit stitch and purl the purl stitch. If you want a palin scarf then follow the pattern.
