why is this called "Downton Abbey scarf?"

I love this pattern although I have ripped it out over ten times and started over. Now just when I think I am getting somewhere the pattern throws me for a "loop" pardon the pun. The part that I am having trouble with is the "with yarn in front, slip 1 drop double yarn over; repeat 13 times to make 13 elongated stitches." I am discombobulated with this stitch pattern. Help!!!!

Goodness! I was planning to try this, but with no one to explain the tough parts, I guess I won't. Thatis why I think your comment was helpful. Saved me a lot of tears
