the scarf by itself would be most attractive, the flowers without buttons and sewn on securely would be all right but would have to be securely sewn

I have concerns about having a scarf with buttons on it for a baby. The baby might pull them off and swallow them.

I agrre with you, I never make anything for babies or very small children with any kind of "extra" embellishments that could be pulled off or pose a choking hazard. When I make this, I will ismply drop the embellishment part and just make the scarf.
